Permits for Solar Removal and Reinstall in Contra Costa County

What the county and city permit pages say, what they do not say about removal and reinstall, and the questions to ask your contractor before the work starts.

Whether a detach and reset needs a permit depends on the agency that covers your address and the scope of the work. We have not confirmed a rule for Brentwood or Antioch, so we do not state one. This page says what the official pages we read cover, and what to ask.

What the official pages say (read October 1, 2026)

  • Contra Costa County SolarAPP+ page. An optional expedited process for residential, roof-mounted retrofit solar systems. Licensed contractors who have registered with SolarAPP+ submit the application. The page lists unincorporated Contra Costa County and the cities of Clayton, Hercules, Lafayette, Orinda and Moraga.   • Contra Costa County solar permit page. It describes permits for new installations in unincorporated areas. It does not address removal, reinstall or detach-and-reset. County solar permits page (opens in a new tab).

Brentwood and Antioch are cities with their own building departments. The City of Brentwood publishes a SolarAPP submittals page (opens in a new tab), and the City of Antioch publishes a solar permits page (opens in a new tab). We have not confirmed what they say about removal and reinstall. Read them, or ask the building department, rather than relying on us.

Which agency covers your address

If your home is inside the city limits of Brentwood or Antioch, that city's building department handles permits. Homes in unincorporated areas fall under the county. If you are not sure, ask your contractor or call the building department.

Questions to ask your contractor

  • Does this work need a permit at my address? Who decided that, and how do you know?
  • Who pulls the permit and pays the fee, and is it in your quote?
  • Is an inspection required before the system is switched back on, and who schedules it?
  • Does my utility need to be told about the shutdown or the reinstall?
  • If the roofer also needs a permit, who coordinates the two?
